Mattoon police to receive money for work in Omega crime investigation

MATTOON - The city of Mattoon has apparently hit a $1 million "jackpot" through the Omega crime investigation, according to city estimates.

Now the question is how that money will be administered by the city.

City Commissioner Jerry Hesse said the city will receive a share of money remaining after claims have been paid out to people victimized by the investment fraud scam that had a global reach. A task force comprised of federal, state and local law enforcement, including the Mattoon Police Department, helped break the fraud ring that resulted in the confiscation and eventual sale of several commercial and residential properties, including some in Mattoon.

There were 17,000 work hours during the multi-year investigation effort, so the payback to law enforcement agencies helps them direct money to special needs. The money received so far - about $85,000 - has been placed in a restricted fund.

Hesse, city police commissioner, asked if the Omega money for the Mattoon Police Department could be administered by a committee of police officers to ensure it is used for special needs of the department, such as purchasing new squad car computers or other equipment. He does not want the money directed away from the police by future city councils.

Commissioners Mark Donnell and Harold Gambill and Mayor Dave Carter expressed concerns with Hesse's proposal because it would take away final financial control of city funds from elected officials.

Hesse said he could foresee the police committee making recommendations and council members ordering the officers in an opposite direction.

City Attorney Preston Owen said that is how local government must work: The council has final say on money matters.

City Administrator Rich Underkofler suggested Owen conduct research with the Illinois Municipal League to confirm the proper way to decide administration of restricted funds.
